I agree. In Rochester NY, for years and years TW was ahead of the game, often using Rochester as a test bed before rolling out new interactive technologies, digital cable, etc. to the rest of the world. Now they seem to be lagging behind. I letter sent to them asking about this... -- especially the unbelievably low number of HD on Demand choices (where some other cable providers have entire libraries on demand) got me a "sorry, and we don't have any firm plans for expansion" response.
