Film (even 35mm) is by its very nature higher res, when scanned properly, than HD. So there really isn't any "upscaling" going on... just adapting it to a more appropriate resolution. You will have better quality when film is scanned directly to an HD format in comparison to scanned for a DVD format and that is a fact.
