I think he was being facetious. I believe they were implying that the channels would not be turned on all at once (which would be very troublesome); it would instead be a rollout of channels that could begin as early as next week and will continue through the end of the year. Patience, people! And also realize that both D* and E* are out to try and win the war of words and hype.
