Maybe this isn't confusing at all. Echostar is making a bid in the FCC auction for the 700Mhz band. AT&T is as well. Thus, AT&T and Echostar can't talk about AT&T buying Dish. Now that Dish is seperate company, the deal with AT&T might be back on. That or it's a survival tatic for Echostar if dish loses their DVR's because of the Tivo lawsuit.
