I don't know enough about BD's encryption, but I *HIGHLY* doubt it. If it's anything like regular DVD, the decryption key is in an area of the disc that cannot be written. So, copying a commercial, encrypted BD will result in an useless disc because it won't be able to copy the key as well.
This duplicator is almost certainly for small shops and independent film makers who don't have enough demand to justify the costs of professional manufacturing.
