Because MS has no choice for the time being. If they want to slow down PS3 sales, they'd have to develop/release their own Blu-ray player. Sure MS is putting all their eggs in the Download Basket, but we're not there yet. The infrastructure is not ready for the massive downloads. Also, a downloaded HD movie is not the same as its counterpart on disc, you'd missing out on a lot of things.
