I don't think any developers prefer lower resolution of game designs. It's more likely the trade off due to the platform that isn't capable of support higher resolution while maintain the complexity and smoothness (framerate) of the game play. Neither of the two systems (360 and PS3) is capable of deliver full 1080p on any game that is worth paying for. You have to chose.
I couldn't disagree with you more about developers as I am one. It takes a lot of skill to optimise your resourses as opposed to throwing power at a problem. Developers are dealing with a totaly new technology with the cell chip and as time goes on they will get better but that doesn't mean they will delay a game for a long time to improve it to its max potential. I'm not saying the PS3 can meet all of Sony's claims as Sony is and always will be the biggest over hyping company but to say that it can't make a game worth playing in true 1080p is ignorant and based on no facts.
“An engineer explained to us that hundreds of ear impressions were gathered in the name of research, and while each one obviously boasted its own unique shape and size, one single characteristic remained uniform across the board: the entrance into the ear canal is not a perfect circle, it's an oval.”
