City, Long Island, Westchester and Upstate already have FiOS in many areas.
From the fact that Crime Warner is (and has been for about a year) showering Brooklyn, Queens, and SI with HD channels AND has given ONLY those areas a 10% rate discount for the past year, my guess would be those areas may get FIOS first. For that reason, Verizon would be VERY well advised to roll out first in Manhattan and the Bronx, both of which have been 100% marginalized by Crime Warner. Both those boroughs represent what should prove to be the biggest customer turnover to FIOS than the Brooklyn/SI/Queens troika.
