We actually have rather a lot of ATSC channels (mostly SD) in this area that Dish doesn't pass on at all (SD or HD), including our affiliates for CW and that cheap-ass Fox subsidiary "My Network". But it's CBS and PBS in HD I'm bothered about.

The reason that you aren't able to view the Madison, WI locals yet is probably due to the fact that they are located on Eastern Arc (61.5) and aren't visible to most subscribers without an extra "wing" being added to your existing dish. You should be able to contact your satellite installer or Dish directly to have a technician come add that on for you at no cost. I'm in the same boat and calling our satellite installer to make an appointment today.
