That is because the USA is massive and has 50 different states to get up to speed. In Japan, they can upgrade within few months because it is an island that is very small compared to the landmass of USA.  Same goes for most European countries.  Big companies here are national, so in order to make money on the new technology, the whole country needs upgraded.  This takes time and money. We need to worry about replacing thousands of miles of cable, towers and what not. They told me that December 3rd was the launch for Digital 4.0, which includes the new HD channel lineup.
