Why would you burn something to blu-ray when the source is worse than DVD quality? You can't add detail, you can only hope to fake it.

One reason I can think of is to fit more hours on a disc. Might be good for long videos, or for multiple videos that you'd like to join together.
Although it's true, BD-R discs are still expensive, while DVD-R's are super cheap.
