They were saying that there was nothing added to the plan to help people get connected, no changes besides just delaying the date of the switch.<br>The real reason you see less people unready for the DTV transition is mainly because many tv stations have already made the switch and shut off their analog signal. So people started losing some (but not all) of their channels. If the rate stays stagnat, there will still be at least 1.63 million people that still won't be ready for the transition in June. But given the behavior of these people, the rate is likely to fall.
