I am surprised that people here haven't been to Quark's bar at the Star Trek Experience in the Vegas Hilton. They have two dispensers for their drinks that do this. (midori and slo gin if I recall correctly)

I think you are referring to response time and not refresh rate. Refresh rate refers to the how many times per second the image is drawn on the screen. Response time refers to the amount of time a pixel draws in and fades out. A slow response time on LCD creates blur. Slow refresh rate on CRTs cause headaches for some people, but is not a problem for LCDs. Many LCDs are locked at 60Hz but can accept higher rates.
HD-SDI is carried over a "lowly coaxial cable" with bitrates of around 1.5Gbps.
