Russell T Davies has said the clip is not the FIRST three minutes of the episode.
That's not the first time they've done that. This isn't really news if you've been following the Doctor Who releases.

Several of them have the ability to watch the original SFX or the updated ones.

An old Hartnell Dalek story (Dalek Invasion of Earth - released in 2003) has a sequence when a Dalek spaceship is chasing some of the characters in a truck. The original special effect was pretty horrible - they created a new version where it looks a lot better. On top of that the Dalek ship model they used was the basis for the Dalek ships in the revived show (first used on Ecceleston's episode "Bad Wolf").

They have others that are more subtle (like better tracked laser effects), too. Go read the restoration page for details on all their DVD releases, and what's changed/updated:

I just wrote a history of the show not too long ago.
At first glance I thought it was the 1996 Doctor Who TV movie, but then I realized it wasn't nearly as "techie" as that scene was.
Hey, I like Til Death. I'm just glad they got rid of that doofus friend, the one that Brad Garrett's character picked up in the middle of Series 2 and was a regular in Series 3.

I do miss the original neighbors from the first season, though. Those two were funny, and the wife was hot.
I dunno, my wife and I really enjoyed the Beauty & The Beast bit. Perhaps it's because we have a 4 year old daughter who is into all that Disney princess stuff. That made the two of us laugh pretty hard.
Hank isn't nearly as bad as it's being said it is. Now I'm not claiming it's all that great. Back to You was better than Hank. But I have gotten some chuckles out of Hank.

The Ice Cream shop episode was actually pretty good.
I'm waiting for more MacGruber. Although I suspect that's been shelved due to their making a movie (!) out of that.
She's been nude in the show a handful of times, too. I recall one in bed with Homer, and another where the two of them were into this kick of getting randy in public places.
