Yes, there will be two versions, and both will continue to be available.

Another thing to note is that the Toyota investigation mentions that this happens at highway speeds. The Cobalt one does not mention at what speed this happens, although the report from GM is lower speeds. Maybe the Corolla investigation was started with 168 complaints vs. GM's 1,200 because they feel there's a greater potential for serious injury with the Corollas?

But I will agree that the NHTSA *may* have a policy problem regarding when to start an investigation. I would agree that it can be a subjective policy, but I'm not so sure what their policy actually is.
I checked the NHTSA website after your comment. I checked the complaint database for complaints regarding 2006-2010 Cobalts and Cobalt SS's for EPSA. Around 20 complaints, zero injuries, zero deaths. Going into the defect investigation found:

That's the result searching for any model year Cobalt.

I'm curious where you went to found your info? Was what you found actually related to the Electronic Power Steering Assist?
Come to think of it, I think Microsoft has a patent case they could bring up against Volkswagen. The one-touch auto-down of their vehicles' driver's-side windows directly infringes upon Microsoft's patent of their window minimizing feature in Windows.

(P.S., I have no knowledge of Windows actually holding that patent or not)
