Has nothing to do with the phone, has to do with the carrier. All of their smart phones are priced this way.
This is the way it has always been. If you have the $30 plan it cost you an additional $30. If you have the $45 plan it cost you an additional $15.
Why can't we have both? Doesn't it seem logical to sell 1 really good piece of hardware with both WM and Android and let the user pick? Certainly the technology exist that allows dual-booting or at least allow the user to choose one or the other, and it formats itself with that OS.

Luckily this has changed - they having been allowing GPS on their latest BB and have announced that future phones will have wifi.

I can understand the iPhone waiting for LTE - what makes you think Android and Palm would need to wait? They both already run on 3G/CDMA networks.
